2010 ford focus 1.6 tdci

My 2010 1.6 tdci has me scratching my head upon starting the car has very bad throttle response and no power through any gear, once I come to a downhill though everything returns to normal until I stop the car and switch it off. This starts the whole process again. Anyone any idea what might be the problem, the DPF has been cleaned new fuel and oil filters full service, egr valve blocked off and the computer is showing no faults. Any help would be appreciated? Thanks
