Is This Surface Rust or Structural Rust / Rot??

I'm considering purchasing this 2013 Ford Edge Sport with 126,000 miles from Indiana. Overall it looks in amazing shape, it's clean, well cared for, it's been garaged it's entire life, and I have service records from the dealer for its entire life showing all required maintenance has been done over its entire life. I ordered a pre-purchase inspection which is pending. The owner's photos show rust on pinch welds and other areas as you can see in the 4 photos. I don't see any rust on the rocker panels. 2 questions:

1) Is this normal surface rust or is it rust that is turning into structural rust or rot?

2) If I buy the car, how do you recommend I address the rust?
