Possible ignition switch problem

I have a 2000 SE and been having a problem with the ignition switch (I’m guessing). I can pull the key out in any position—even while engine is running. When I turn car off and ignition is all the way off, I can pull key out and many times it keeps chiming. Go out to the car the next day, my battery has a low charge. Also, steering wheel never locks when key is turned off nor does the transmission gear selector lock in place. Any ideas what this can be? I’m guessing the ignition switch but it looks like it has three parts to it. Does the new one need reprogramming? Thanks for any advice. First time poster here.
